Do you want AM or FM. with FM you get better signal quality, but you will need to spend more on the station. With AM you get a lesser signal quality, but you can have a better range, and the equipment is easier to make or cheaper to buy. The likely hood of you getting busted is small, especially if there is no FCC field office in you city, and even if you do get busted, the most the FCC ever does is confiscate equipment. I would reccomend an AM station built by you. If you want a good RF electronics course try www.earth2.net/parts/?basics/neets.php (http://www.earth2.net/parts/?basics/neets.php) .

My house is a good sized four level split. About 10 meters high. What would 100 bux buy me in the range of power, on either FM or AM.

This is most certainly old news but I remember Radio Shack selling small low powerd FM microphones. Those things were hardcore.
